What happened to factory towns?

Im giving the game another after taking a long break since launch. I see town specialization has changed, factory towns don't seem to be in the list anymore?

They're still in Modern, but not every town can become a Factory Town. I'm not entirely sure I know what the qualifications are, myself.

I think you need to have a factory resource improved in that town to set the specialization to factory town.
