What is the (pan)-European identity?

I am curious
Please elaborate:)
Every European country I've been to, from Spain to Finland to the UK to Turkey, either the showers or the toilets or the taps or the rooms themselves were weird. More than politics, language, religion or ethnicity, it is the unifying feature of European civilisation.

I never looked at them as being weird, but then again I don't travel. Is the typical Australian setup that different?
 
I was reading about the Erasmus program, and then it jogged my brain about Oswald Mosley—after the war, he wanted a united European state. I’m sure most fans of the United Europe project are not seeking one in the mold he would have so wished.

But what is behind it?

What is a European?
What does it mean to be a European?
And who is not a European?

Most of the discussion I see centers around it being a strategic bloc.

Anyone can claim to be European I imagine, I've seen Russian posters identifying as European, and ofcourse there are often US American posters talking about Europe(ans), here people indentifying as European often are politicians looking to promote the EU.

Erasmus students here identify themself as Spanish or Irish or whatever, think of us as Belgian or Flemish, the European part is just taken for granted then, it's not as if we sit around celebrating our common Europeanness, or salute the European flag something.

Don't know if it is a strategic bloc, more a alliance of mutual interests...
