What to do with city ruins?

When you have a city ruins square within your city, Do you improve it, or do you leave it be? You sometimes get nice things from a ruins.

Is there any advantage/disadvantage to founding a new city on top of an old ruins?

I will improve every tile with similar features before that one, then I will eventually improve it when needed.
If it's outside a city's BFC, I will not ever remove it unless I need it for irrigation or to prepare a new city site (in which case, I will apply the former method).

No advantages, no drawbacks.

The random event almost always comes up, so I usually leave the ruin until I get the event.

Sometimes the tech is useless, like Divine Right, but usually it's useful like Engineering.

I pave over the ruin if:
* I get the event (because I've never gotten it twice)
* it takes a lonnng time and I get tired of waiting
* the ruin is in a city with an important National Wonder like Oxford or Heroic Epic -- then I might really want to work the tile

Result:
1.you get 15% of remaining tech cost for a tech
2.you get 15% of remaining tech cost for a tech AND pay gold (5% of tech cost) for a chance for 3
3.you get +15% of remaining tech cost for a tech

it is always a good idea to let any ruins stand.

If you found on top of a city razed by barbarians, you can get "yearn for our homeland" unhappiness at first (before you've got your culture up) because your people yearn to join the barbarian homeland.

Rare, I know (especially since... well, raze your hand if you frequently continue a game after getting a city razed by barbarians).

I wonder about this. I would have assumed the event can spawn twice.

It surprises me that you almost always get the event but have never gotten it a second time.
 
If you want a forest to grow there (e.g. to expand National Park) then you need to pillage/remove the city ruins.
