Tourism strength from Great Musicians is determined when they are born, but the GW'S culture bonus from the treatise depends on the last eight turns bevor the ability is activated. If you anticipate that your culture output is going to significantly rise in the near future and don't need another great work of writing, you should save the GW for later use.
They become really powerful if you have 'won' the World's Fair and get the time limited 100% culture bonus. I got a GW shorly after the bonus ran out and the Political Treatise gave me a bit more than 10.000
(when my next policy cost ~ 7000 
). Had I known this at the time, I would have saved some faith and bought one or two additional GWs.

There'll be audio version in the Sounds folder and Quotes are probably stored in the "Great Works" in the Txt/Language_en_US folder (or whatever, it's in the Civilopedia section of the XML files.
