What would cause an entire icon to show up as magenta?

I'm making new Civilopedia icons for my scenario, and most of them work. I've set the palettes first two colors to magenta and green for each of my icons.

4 out of the 20 large icons I've made (the small icons all work) show up as solid magenta in the game. I didn't do anything different with these icons than I did for the others.

Anyone have any ideas?

This isn't an answer to your post, sorry. I'm just thrilled to see you have TMOL back, this is the first I'd heard of it! So, I'm out of the loop. I hope you find the answer you seek, supplicant!
