Not everything 'requires' a clock, especially when the game ships on a system that provides one. If you don't use that online service and think that every other clock around you just isn't right, well, that's your problem, not 2K/Firaxis's problem.
That seems a little too favorable towards warmongers. And a good way to basically prevent spaceship victory ever by the human player if the AI were programmed to nuke you right before you finished it.
A nuke should be able to destroy all progress made towards building a spaceship. I want to be able to delay another civs science victory by nuking their capital. Sometimes you just can't get an army there in time.
