What's that red mask on the city happiness view?

In the city screen, sometimes when I send a citizen to work on a particular piece of land, instead of seeing grain/shield/arrow icons, I see a red mask icon. What does that mask mean?

It means the tile produces nothing.

im not sure, doesnt it also cause some unhappiness. people dont like to work in the arctic...too cold.

Each red mask adds an unhappy face onto your city. Yes, I think it has something to do with terrain. I've only had it happen to me once.
