Definitely try to get your hands to a copy of Photoshop if you're working with Targa files. In another thread, someone also said that the .tga file used by cIV must be encoded in 32 bit format Targa. GIMP doesn't support that. Paint Shop Pro, although being my favorite graphics software of choice, doesn't handle alpha channels too well, let alone the low bit encoding of the .tga files.
