Economically, I don't think we should switch yet. Here is my case(I just walked into our treasury office. Who left the back door open?):
Income: +46. Expenses: -20. Net: +26. Treasury: 776 gold
0% science. 10% luxury.
Spending:
- Science 0
- Entertainment 1
- Corruption 11
- Maintenance 8
- Unit costs 0
Total Units: 39. Unit support allowed: 60.
If I could place my subjective view on our current economic situation, I would state that it is fairly good. We are making a nice profit and our units are free. If we build no more cities, we could even afford 21 more units. This is like getting 60gpt free! Our corruption is 11/46=24%. Not great, but not crippling.
Here is a breakdown of our city outputs (courtesy of Mapstat)

What would Monarchy cost us now?
- An anarchy period of no production or income.
- Military support. We would have only 30 free units instead of 60. This would cost us 9 extra gold at the moment to support with more troops on the way.
- Rush jobs would come out of our coffers, not our people. While I realize the real life impact of this, it does not bear great economical sense.
How could Monarchy help us?
- One shield or gold extra in some towns.
- One extra military police for any city with 3 units in it.
- No tile penalties.
When should we switch? Later, when:
- Our towns become cities so the Monarchy military support is roughly the same as a Despotism. That way, the gains in corruption and income are greater than the losses in military support.
- More infrastructure would be in place to help multiply the economic benefits.
- We are researching. We will need the income gains and tile penalties lifted to maximize our gold.
