When is the right time to cancel a wonder's affects?

Take into account the hanging gardens. In civIII, it's affects are cancelled by researching steam power. Last time I checked, trains didn't destroy the gardens of Babylon. What is the right time to cancel the affects of the great wonders in civ? Oh, and let's not make game balancing an issue.
 
I think you're getting slightly confused.

The Hanging Gardens didn't exist up to steam power - Babylon itself was deserted (lets say for our purposes and to stick to civ 3 terminology that the city was 'razed') thousands of years before.

Hence, it couldn't be cancelled out by it.

Advances don't 'destroy' wonders - I merely think that the awe inspiring potential that they had is negated somewhat, and hence they lose their effects.

Right. Plus, all units and wonders and cities do not represent literally what their namesakes imply... they are representative of a concept used in the game. The overriding factor is game balance anyway, and the actions in the game, as well as the very AI are simply simulations (in effect) modeling real life... so I personally don't take is a literally true the the HG inspires people to happiness until Fulton invents the Steam Engine (or was it Aristotle after all? ;) )...
