Where to put the Statue of Liberty?

I think the SoL should be put whereever it can be completed first.

NotA is better than Riversight, without GA the difference
Nota has normal 30 h, building Liberty 75, in GA 107.
so if we begin after Taj in 2 turns we need
without engineer 17 turns
with engineer 13 turns
finished in 18 or 14 turns from now.

Riversight has normal 26 h, building Liberty 65, in GA 95,
so if we begin next turn we need
without engineer 20 turns
with engineer 16 turns
so we finished in Riversight 2 turns later as in NotA
