Where's this INI file that everyone's talking about?

Call me stupid (don't worry my wife calls me that everyday! lol!), but I cannot find this INI file that I keep reading about. I am not having major gameplay issues, but if changing the sttings in the file will help the game run smoother I am all for it. Can someone point me in the right direction? Thanks.

'Civ4 Config' is the shortcut to ini file
It maybe the USA copies has civ4config instead of civ4.ini.
