Recent Byzantine ability applies to both but the Maya do not gain extra Religious Strength from theirs. Is there a specific wording in the ability description that makes the distinction? Or is this one of the more convoluted mechanics we just have to test? Is a comprehensive list somewhere already?

IIRC Tomyris' (+5 when attacking wounded) and Montezuma's abilities (+1 per luxury) apply to their Religious units. In both cases, the ability description use the phrase "+X for all units" when describing the bonuses. The description of Byzantium's Taxis not only uses "for all units" but also says "+3 Religious Strength" specifically.

On the other hand, Ambiorix's ability description uses "melee, ranged and anti-cavalry units" instead of "all units".

I don't know about Maya's situation though.

Scythia and Aztecs have changed and now they don't apply their bonus to religious combats.

The best Civ for religious combat is Mongolia. Its bonus applies to religious combats, and is much stronger in religious combats than in normal wars, as in religious combats, apart from the usual insane bonuses, you can
1: have an embassy for extra +6 CS if you reject your enemy's embassy.
2: have extra +6 CS for maintain a trade route if your enemy doesn't send you a trade route.

I think currently only Byzantium gets extra CS in religious combat (Tomyris, Aztec have been changed. Haven't tested Chandra and Spain though). The only other modifier apart from throcracy, that one policy, a level 2 religious alliance and world congress resolution is diplomatic visibility.

Mongolia can get the strongest religious units: up to +18 CS just for sending delegation (denying them to the AI) and active trade route (+6 from trading post and +6 for active trade route if AI is not sending you one). This can further be increased by printing and using spies to get up to +30 CS.
