I do both, because it might take the same time, more or less time to follow one of those paths, but as I'm becoming a blood-thirsty player, i need roads everywhere to move troops to every tile in my territory, because i'm always invaded(then i'm the invader), and there are, off course, resources that appear in jungles and mountains, but i think you refer to movement, so I do both, to move everywhere, anytime, everything(like DHL).
 
I play at high levels, so I usually avoid "bad terrain" at all costs. If the entire area is "bad terrain", then I regenerate map.

Still, if I need to road through bad terrain, then I sum up "strategic value" and "worker turns needed". That's pretty much the basic formula, unless you're playing for pretty looks or laziness.

So I voted "radioactive monkeys".
 
I choose the radioactive monkey option. All my workers are... or soon will be radioactive monkeys... ask my scientists.
