So here is the thing I am France on monarch normal settings continents
I am almost at assembly line i have more then half of 1 continent the nort part and i am in a war with Tokugava and hes beaten but have mayby 8 cities left,Mansa musa on the other continent is the tech leader hes a few tech before me although im bigger then him so the question is should i take the rest of Tokus cities i have alot of war wearnes and my science is down to 20% i am going for space victory and i am afraid that if i finnish of Toku Mansa will rush away in techs but if i make peace with Toku he mayby will recover and declare war on my later or he will bee a vassal of Mansa?

Can't you make Toku into your vassal by now? Take (or even just threaten) another one of his major cities and see if he's willing to capitulate. If Mansa's ahead of you in techs he's going to stay that way, so if you want a space race win you'd better get on with it.

Is a vassal helping my research at all or is it only give me some more in score?
 
A vassal has to give you whatever resources you ask for. You can tell it what techs to research, but it may or may not decide to trade them with you; since it's Tokugawa, I wouldn't expect him to give you any techs at all. The only slight advantage is if he's researched a tech, it will make it slightly cheaper for you to research on your own. You could also build the Internet and force him to research any tech you don't have that one other civ does.

The Internet "Grants all technologies known by 2 other Civilizations". That's any 2 other civilizations, so it doesn't matter which civilizations they are. If you build the Internet and Mansa and Toku both have Refrigeration, you get Refrigeration; if, in addition, Huayna and Ragnar have Satellites, you get Satellites.

This can definitely work to your favour if you're behind in techs for the space race, since I've found the AI will absolutely refuse to trade any space race tech (that is, any tech that directly allows you to build a space ship part). You get the "No thanks, we'd much rather win the game" red-line.

Ahh i thought it was all techs from 2 random civs.
