I was hoping I'd get a rise out of you, LF - good to see you around again...

It is a point of honor to me to build the Tower when I am playing the French. I was playing a game a while back and got the anouncement "the Chinese have built the Statue of Liberty" and I thought back to Tianenmen Square. Sigh...

Actually, the cost of the Tower should be zero shields, because its best to let the AI build it and than capture it.
