Okay, first off, you made my heard hurt : p. Otherwise, I know you know that we all know where the irony is coming from and how the irony is still amazing. Y'know, all this should be known by the most new-ish person to be known. Otherwise, they'd just have to look through your files p).

I think that the best way to deal with technology is thusly: People can use technologies, but be dependent on one country which has done the research- IE: everyone is dependent on one nation to run the manufacturing facilities for airships, until other people research it. Also, the technology becomes gradually cheaper and cheaper as more nations learn it, until by the time half of the nations have it it has become 'common knowledge'.
