Sadly true, and since the drivers are also up to date (which is quite a surprise), I'd say that you belong to the people who are lost, whose problem cannot be solved

Ah, well. Thanks for taking a peek. Perhaps, since so many people are having this issue, Firaxis will release a fixer patch in the near future. Or perhaps I'm just dreaming.
(As for the display drivers being up to date, that's a result of me reading through the previous 10 pages of (mostly your) suggestions before posting. Hats off to you for your diligence and patience.)

Has anyone found a fix for the lines on resources problem yet? Is there any news of a patch that will? I just got the upgrade to ciV gold and hoped that the problem would be fixed by that but it's still the same. The issue doesn't occur in DX 9 but that brings other graphical problems.

I've had this problem where my game shows tiles with red spots and stretched out resources for a few months now, which makes it really hard to try to play as it's just so distracting. I tried reinstalling Civ 5, nothing changed, but I saw this thread on google and saw something about needing to post the dxdiag.
Here's mine, I guess, but if I need to do something else to get help on how to fix that I'll do it, I've been wanting to play Civ 5 in preparation for A Brave New World for a while now.
I had that problem with my old computer until I switched to playing on Dx9 instead of Dx 10/11. Apparently this is a problem with old graphics drivers, because I don't have it on my new computer.
I was originally playing on DX9 before, but now I can't as the images for loading screens, civ backgrounds, technology images, unit images, and etc are all too small and don't fit their respective boxes. It's equally distracting, and makes it unbearable to try and play with.
