Who is responsible for the workers?

Domestic or whatever ya wanna call 'em ( I voted for finance and Labor btw)
The problem with Governor control is how to prioritize projects.
say we've got 20 workers and 5 provinces.
Would that be 4 workers per province? even the provinces which aren't gonna give us much return anyway unless we went into Communism?
What about when we get Railroads... will we utilize the majority of our workers for a "Transcontinental" Railroad for troop movement and to maximize productivity of our production centers? or spread out the workers so that these priority projects which woulda taken 3 turns to complete now takes 15 turns to complete? not to mention what if one governor doesn't see the importance of Railroads in his province just yet (ie. not many tiles with irrigation/mines yet, or lots of jungle).
The power should be vested in a Domestic (or other title) leader, they can then choose as part of their policy to designate Governors control over certain workers, however, Domestic would still have the final say on what is done with those workers. ie. mobilizing improvement efforts as exampled above.
