Because it's funny. He was an obscure (not Civ-worthy) leader from America (a civ already in the game). He was making a joke, not giving a real hint.
Just more proof that Civ is about interesting characters and entertainment, not historical accuracy or adding the most "deserving" leaders or civilizations. I don't know much about Portugal or Maria I, but from what it sounds like she definitely sounds like an "interesting character".

I'm very surprised with the choice, but it wasn't a happy surprise. With all the greatness that Portugal have in its History, Maria I is quite a bad choice. While in Portugal, Maria I revoked lots of fundamental reforms made in the pervious reign by the Marquis of Pombal, returning the country to a status of economic, political and cultural delay. She also fleed Lisbon with the royal family when the french troops invaded Portugal.
In Brazil, she is known as a tyrant who crushed two proto-liberalist movements. Tiradentes, one of the more popular martyrs in brazilian History was hanged and quartered by orders of her.
Also didn't like the colors. Green and wine would represent them better in my opinion. But at least they're in the game.

Maria I is still a terrible, terrible choice. Two queens in Portuguese history. Two. One was mentally ill and seems to have done more harm than good, the other had a relatively short reign and seemed most notable for dying prematurely while having too many children in a short span of time.
Compared to the numerous worthy Portuguese kings available... Look Firaxis, good for you on representing both genders, but sometimes it's just not worth it.
