I think the water, the circular arcs, the sceptre could fit a Portuguese setting and Queen, but instead of Maria I, what about Maria II who died at age 34 while giving birth to her 11º child? Which also died during labor? Now that's sadness. Madness, I don't know.
Maria I is known as "a louca" (the mad) in Brazil, because she developed some mental problems later in life.

One more vote for Portugal.
 
I was thinking about the madness & tragedy phrase. I think it could possibly be Morocco/Moors given how badly their empire ended (1492 reconquesta & lot of civil war & disunity in Muslim Spain) + someone mentioned of madness of a Sultan or something.

From the background and architecture it's almost certainly Iberian, most probably Portugal, but an outside chance of the Moors. I guess we'll see later.

Basically we now almost have "confirmation" that two civs we knew would be in anyway are in.
Time to wait another almost another month until new info.

Despite the fact that it's definitely 99.99% Shaka, I'd love to see everyone's reaction if it turns out that it isn't him.
 
Makes sense that they would mention these two first. If they were the last two that would kill off all speculation on the rest. Although in some ways it would add to it, I suppose: Two Civs left, will they add Zulu/Portugal as expected or not?!?!
 
Yup. It's definitely Portugal. The scepter was the first clue, then the pics of the Sintra Palace posted by nonor confirmed it for me and I'm glad. Portugal deserves to be in and they were a personal favorite of mine in Civ4. :)

BTW to anyone who still thinks it's a turban, look more closely at the shadow, then take a look at this pic of Maria II: http://upload.wikimedia.org/wikipedia/commons/f/fd/Retrato_D._Maria_II.jpg notice how the hair resembles the form of the 'head' of the shadow? The reason it looks like a turban at first glance is because the base of the column was warping it, making her head and hair look bigger than it is. As for the feather, it was a common fashionable accessory for noble ladies of the 19th century if I recall correctly.(Napoleon's wife Josephine was known to have worn them on occasion I believe.) The shoulders aren't that broad to me... it could just be part of the big dress.

As for the hand holding the scepter, it could be hard to see as its shadow is covered by the other shadow, but I personally think the hand holding the dress of relatively unmistakable.

You think the right hand is reaching over and holding the scepter while the left is tugging at the "dress"? I think the "dress" and any stretching it's doing is a trick of the surface the shadow is falling on. Why would a queen be tugging at her own dress there? To show off the royal ankles?
 
I'm 99% certain it's Portugal and one of the Maria's (both are equally plausible)

One thing though - the throwaway It's not President Garfield line could in fact be hinting at another Civ that isn't in this photo. The line seems a throwaway but why choose an obscure US Prez most famous for being shot and dying after 80 days of agony.

He was from Ohio - Shawnee could be the new Native American tribal civ
He was married to Lucretia - Could this hint at Italy and the Borgia's
A town in Australia was renamed after him after his death.
He was a Civil War General - Confederacy in as a full Civ?

Of course it's probably nothing and I put the above 4 examples as instances of the Nostradamus effect where we can see things where there really is little evidence if we want to but I'd actually laugh out loud if one f them turned out to be true.

It's not that I wouldn't want them in the game, I'd love it if they were included. But considering the theme and fan base Portugal and Zulu have they were pretty much no-brainers in guessing the new civs. Now it is getting more difficult in figuring out the other civs.

I personally find this to be a good idea. They give the obvious ones now (although Poland, Assyria, and Brazil were by no means obvious), and we're left to speculate about the rest.
 
Confederacy as a civ would be very unexpected and kind of funny.

Yeah, but we kinda reached our speculation limit by now. We're basically exactly at the same spot as prior to the Q&A. We'll still be speculating about the same Kongo, Sioux, Vietnam, Indonesia, Italy, Timurids and Australia civs. If they revealed some newcomer like for example the Mughals it would add a lot of new options to speculate on, while Portugal and Zulu don't lead to any new speculations at all.

We can also start speculating in earnest with the next hint. It's not like they aren't revealing other features worth discussing. Besides, every time they give a hint, we have an entire forum of knowledgeable people to solve it. Who thought it was possible to get Portuguese from that pic?

Edit: Hah! So Maria I is confirmed! I was right! Appears they mixed up the terms reign and dynasty....

I thought it was Portugal the minute I saw the picture. Just assumed it was a dude, Joao or someone like that. They are tending to lean toward female leaders though, so Maria I/II could work. They are not going to reveal hints to the darkhorse civs. Just the obvious ones fans have been speculating on.

Why would they pick Maria I over Maria II?
 
I don't know. Joan of Arc was a pretty bad choice in Civ 3.
