Why can't I always make Inquisitors?

The civpedia just shows prerequisite of having a temple so why can't I always make these units? I have a religion and built plenty of temples in holy sites but can only buy Missionaries and Apostles and later, Naturalists.

You'll have to create an Apostle, and have that Apostle start an Inquistion. Then you can make inquisitors. It uses up the Apostle. You can also use up an Apostle to evangalize a new belief.
 
Also one silly thing I realized is if you already have two units in that city you keep trying to 'get another' and nothing happens. Apparently there is no room so you have to move off a unit.

Has anyone noticed how Inquisitors are weaker against missionaries now or was this always the case?
 
Inquisitors have not been nerfed in any way, but they will fail badly if used outside your culture borders. Even inside your culture borders, you should see what religious combat bonuses the missionaries have.

Pretty sure inquisitors weren't nerfed at all. They get a massive combat strength penalty outside your own borders however (puts them at 75 instead of 110) but that was the same before the patch as well

In game terms; it's expressed as a weaksauce base strength, but canceled out by a massive religious combat bonus within your territory.

Also, it's best for Inquisitors to have something like three in a given area; and preferably another two in reserve healing; so you can get complete kills on enemy religious units while avoiding losing your own units to maximize the conversion effects of religious combat.
 
If you could ALWAYS make inquisitors it'd become expected of you to do so. And if there's one thing inquisitors hate, it's being expected. After all their main weapon is surprise. And fear.
