why can't I buy Naturalist with faith in cities founded by me

I was playing as Teddy and decided to make much use of his ability by creating a national park. However, for some weird reason, I can only get naturalist via gold in cities founded by me and can only buy them via faith in cities that I have taken. Was this supposed to be that way or is it a problem with mods?
 
That would be mods because normally you can't buy naturalists with gold.
 
Oh and I am using good goody hunts, great believers magnum opus, more national beauty, pedro hair fix, resourceful, sukritack's nautural wounders, terra mirabils and historical religions.

Terra mirabilis lets you buy naturalists with gold. It's supposed to let you buy with both faith and gold, but I've found odd behavior with the faith purchases - I could do it in some cities and not in others. I hadn't noticed a connection between whether I founded or captured the city, and I can't recall details at the moment.

Yeah I have the same thing, sort of. I can alwasy buy with gold. But only in some cities with faith, and it's usually a random small city.
 
Pretty sure Terra Mirabilis is the culprit here. This would explain my odd case the other day, where I could only buy with gold and not faith, which confused me, and then later I could by with faith and I thought I must have missed it earlier. But indeed first one was in my capital, and second in a conquered city.
 
I suspect the odd behavior is likely tied to the CollectionType used for the faith purchase modifier in TM. The gold purchasing is set up normally in the Units table under the PurchaseYield column, however faith purchasing needed to be set up as a city modifier using COLLECTION_PLAYER_CITIES for the Dynamic Modifier. As with many other aspects of the modifier system, results have been wonky and not always performing like they should post GS.
