Why I can't put Panama Canal on this tile?

Can anyone please help me, why can't I put the Panama Canal on the marked tile? There is no hill, the chain of tile is already correct Coast-Canal-PanamaCanal-Canal-CityCenter-Canal-Coast. I've been setting this up since the start of the game, now I'm really upset.

Check if the city you wanna build it in owns all tiles that are needed.

Also, the Panama Canal will take up two tiles.

Your setup is right, and ownership of the tiles should not be a terrible problem. Check if the tile for wonder itself is owned by Kaiapoi (Empire map lens) and not the capital. Capital obviously has a lot of extra tiles due to culture. The last one should not be needed (there is an achievement if you make it from city to city), required canals will be built automatically. Also no need to build the right canal first...
