Why (I think) Tu'i Tonga should be a civ

The Tu'i Tonga Empire is one of the most underrated empires in history. The empire owned a big chunk of Polynesia and Melanesia. The empire lasted for over 900 Years from around 950 to 1865. I think that Tonga should at least get a city state, like their former capital M'ua

Unfortunately, we don't have enough information on the Tu'i Tonga Empire to make it an official Civilization. But yeah, they should get at least a City-State.
