Hmm I've been attacking a nuclear armed foe of mine, and kicking their butt. I was taking their cities at about two a turn. They are a nuclear power with about 12 ICBM's at the start of the conflict. I was expecting them to use them as soon as things look grim, but city after city fell and they never fired a shot, even when their capital fell, even when they lost all their great wonders. It is a shame that you cant keep captured nukes. I find it bizzare that when it is obvious that they are going to lose that they wouldn't use them.

The AI rarely ever uses nukes first. I've only seen them use it in retaliation.

You're lucky. I've seen them use them first in several games. I played a regant level game a few months ago in conquests and while launching a fairly large modern armor invasion of the Germans, found two of my largest cities with large rings of polution with a lot less internal infastructure than I remember them having. :) Mind you, up until that point I personally had never used nukes, and I don't recall reading that any other AI had. I had built a few just in case which would have been fired in retaliation had they not been destroyed by the preemptive strike  .

As I recall I won that game by domination.

I was playing a scenario game, the cold war 1961 which I downloaded from apolyton as the beloved Peoples Republic of China. I was engaged in a war with SEATO assisting my allies North Korea and Vietnam and becoming a bit frustrated with the slow progress of the PLA in SE Asia I used a nuke against SEATO. When I finished my go every single one of my cities was nuked, repeatedly. I then gave up as all my cities were totally decimated. I'm guessing they were the nukes of NATO rather than SEATO. This was on warlord difficulty.

The AI will use nukes once they know they are dead. I once saw an AI nuke another AI, and got hit with 3 times as many nukes. But they were so dead anyways, it didn't matter.

it was sad on one game the ai tried to hit me with two nukes but my sdi shot them down, it was sad how i had to hit back with like 30 causeing global warming but i couldnt let them get away with dishonuring me

I got nuked 3 times for the first time in a recent deity game and I was totally unexpecting it as I had previously secured all the uranium resources and they had none in their territory, I'm guessing they had exactly 1 turn to make the trade with their neighbours before I pillaged / secured it and in that one turn started building 3

It was on regent. Against Egypt I took three of their cities in the first turn then another two. By then I had already captured half of their arsenal. I reduced them finally to two cities without ever being fired upon. It wasn't until the war with the vikings that I was finally fired upon and that was retaliation for droping 23 of the bastards on them.

Monarch, Standard.

I was pretty much 'done' with the game and could have won with space rare if I finished my last SS part but I held off for another 30+ turns for a domination victory.

I declared on Germany and 2 turns into the war, one of my cities, with both oil and rubber in its radius gets nuked, not once, not twice, not thrice, but five times. SDI shot down first 4 nukes, the 5th hit. Basically, their entire arsenal.

I had about 11 nukes myself and could have blow away the Germans if I wanted. Instead I give my answer by launching 1 ICBM right into Berlin. My Babylonian Client also responded by unloading their entire arsenal on Germany.

Lesson. AI will nuke. MAD helps, but when they are cornered, they'll hit back. Better have SDI up or a few well place nukes could turn the tide real fast.

Egypt never fired even one of their nukes. Maybe I was tactically brilliant and managed to capture their nukes before they could. All I know is they went down and were wiped out without firing a shot.

If the settings are set so that the civs are really non-aggressive perhaps?

I can't remember who I was playing with, but I DO remember who I was playing AGAINST: The Celts. I had built up a huge nation and had already wiped out the Arabs, and the Celts were on my very large landmass and just to their south was Netherlands and Inca. Upon discovery of Replaceable Parts, I find that I have no rubber (very rare really...I think I always have rubber). Celts had FOUR! Once getting oil, I had 4 of these  and traded with the Mayans on the other side of the globe for some rubber. Well, the Celts didn't like this, and went to war with me. It was a defensive war, since neither of us had Tanks or Bombers yet but we did have Infantry and Guerillas. I managed to take a few of his cities, and also drew the Dutch and Incans into this war against him. That wasn't too smart, as he took out both of them and became even LARGER.

Once peace was declared and I had 5 of his cities in my possession, I began stockpiling military at the border because we all know that there are two main World Wars in just about every big game. I preceded without hesitation or interruption until well after Mech Infantry, MA, and Nukes were available. Every nation was happy with me, except the Celts. Upon building the Space Program, he must have become very nervous of me building a spaceship. By this time, I had roughly 15 ICBM's and 10 subs with nukes in them.

He declares. Somehow, he managed to manipulate my naval blockade and slipped transports to my NORTHERN border and attacked a very nice city up there with his Battleships first and then his Marines finished it off. Instead of capturing it, he razed it. This city had the Colussus and Great Lighthouse in it (extinct Wonders, but create for commerce). I was piping mad. So I turn the key. I nuke his 10 best cities including his capital, keeping 5 ICBM's in reserve. I steal his military plans, find a HUGE SOD ready to invade my borders next turn, and use a tactical nuke on that stack. :D

I managed to cut off all his resources. I fully expected him to send some units into my territory to capture workers and pillage irrigation like the AI usually does, but instead, he launches TWELVE nukes at me! Ouch! Luckily, that was all he had, and he was importing uranium, and I managed to cancel that with an Embargo with the Sumarians.

Geeze, that was a long story! Case in point: The AI does use nukes! :)

I've been nuked first before on the lower dificulties
can't remember if it was civ2 or 3 though. I think I've probably been nuked first in both
not a huge problem if I have my own nukes as I just go nuts and nuke every city I can, but at least I got nuked long before I had the needed technology. that sucked

Deity, Standard

The huge Chinese empire declared war on the big Babylonian empire, whilst the small Sumerians (ME!) and the tiny Persians were neutral...

The war between the two was balanced, but with China on the offensive and Babylon on the deffensive. Border Babylonian cities changed hands frequently... until China makes a MASSIVE nuclear attack (>25 Nukes) on most Babylonian cities! :nuke:

I broke my neutrality and immediatly attacked Babylon, taking most of their cities. In the end, I took about 80% of the Babylonian cities, while China only took 20%!
After the war, I had 3x the number of cities!!! Very dirty and with a lot of "worker actions" needed, but I grow my kingdom thanks to the AI nukes!
(if I had attacked the Babylonian before the nukes I would probably got my ass kicked!)

Anyway, I don't know who started it, but AI uses Nuke's without much problem... the rep hit is not much of a problem for them!
