Why wont my Mods and World Builder work?

Hey everyone. I've been away from CiV for a while and I just got a new computer on which I downloaded Civilization V. I went through the menus as if I was going to start a modded game and in terms of maps, there was no way to begin a TSL map. I remember from before the need to click on a "begin scenario" button but it isn't showing up. After not being able to get my modded TSL game going, I went to the World Builder to edit the vanilla earth map with some resource mods attached. I got done with the grueling work of making sure resources were in their appropriate places and I went to begin placing Civs and low and behold, there are no cities to place. So I am wondering, what is it that I could be doing wrong? Particularly with the mods/scenarios.

How about sharing your solution in case someone else has that problem?

it must have been an old mod that no longer worked and I forgot about having to go into the scenario editor on World Builder in order to add civilizations.
