If you look at it from a Buddhist perspective, they are paying for the sins they commited in this or past lives. They could've been murderers or rapists in their past lives and now they have to suffer in this life, just as those who are murderers and rapists in this life will suffer because of their crimes in this life or the next. This way Buddhists dismissed suffering as a part of life and learn to overcome it. We can not be free of suffering until we have get rid of all our earthly desires.
Actually, those who do wrong die much more often than those who do well. Shootings, drug overdoses, heart attacks, blood clots, etc. A good Puritan life would keep you quite safe.
It may seem that way, because the media splatters sympathetic stories all over the place, while the bad guys get no mention of all. The media is a corrupt thing, it's impossible to get an exact story from them. You have to be there to understand. It may seem that it is always good people, because of how the media portrays it. But, know this, there are many bad people or future bad people suffering at the moment, we just don't know about it.
