will the base human figure used for unit-models be included with the game?

I was just thinkink back, to the early [crappy] days of Civ3 modding, when no units were nearlly up to par with the game made units, somthign that while woudl eventually be corrected once kinboats paper doll came to the scene, which is quite a stunnog little bridge of quality connected custum made units with those included in the game, it took a lot of trial, effort, experimentation, and more then a few less then stellar units to get thier.

Somthing that would REALLY help alleviat ethis problem from the very begiining, and be a HUGE boon to moding, perhaps somthign that could rankl right up thier with all this codeing buisness, is to include the (human) model(s) used in the creation of the official units, and perhaps soem of the props used for it as well; this way, right from th ebeginning, units that mix well with thise already present in the game can be created for any whom wishes to download to to enjoy :)
 
Since the game is in 3D wouldn't the units and whatnot be stored in a format such that people would have access to them? I don't do any graphics modding so I don't know for sure but this would seem to be the case from what I've heard about other games.
