[C3C] Windows 10 and Diplomacy/Game Load Sound Issue

I've seen a few threads about this issue but nobody has given a conclusive solution or mentioned if they'd managed to fix it themselves.

In short, the problem is that upon loading or attempting diplomacy with most civs(Oddly enough, the bug does not occur as badly if I attempt diplomacy with an American culture group civ), a loud screeching sound plays for less than a second. This sound repeats several times when the game loads and once during the diplomacy screen.

It's clear that Windows 10 is the issue, according to threads here and on the Steam forums. My question is, has anyone encountered this issue, and if so, have you found any solution to it? I've already tried compatibility mode, forcing the game into Windowed Mode, and changing the sample rate on my speakers, none of which stopped this issue.
 
I've not ever had this problem in Win10, nor have I heard of it before now (Threads?). Just off hand it sounds like it could be either a corrupt audio file or more likely an issue with your audio drivers. You might try updating if you haven't already.
 
Even 2k support is just shrugging this one off. Their go to response seems to be a sound driver incompatibility and from the impression I got after a series of emails back-and-forth with a couple of their support techs, the game is too dated for them to try to fix it, especially now that it's already on Steam and GOG for a while. The last response I had was supposedly checked with developers (not sure if Civ 3 devs), but that might just be something they say when they're really just having their manager check with software debuggers. I've bought the GOG edition just now, and will give that a boot when I am finished with my mod, to see if the sound issue is partially to cause by Steam booting the game.

Steam support is also not helpful, and will point you directly to 2k.

If I knew getting a different type of sound card would fix the problem for sure, I'd do that when I could find one for sale. But otherwise I'm just bummed that I don't get to hear the sweet, sweet diplo music I remember from playing this as a kid. :(
