So usually I could run 30 mods and max graphical settings with no lag, but ever since I installed Windows 8.1, Civilization V as been extremely laggy, even without any mods and low graphical settings. Any solutions?

Sorry that no one has responded. There aren't that many members who both run Windows 8.1 and provide tech support. I suggest that you verify your game cache (Steam --> Library --> Right-click Sid Meier's Civilization 5 --> Properties --> Local Files --> Verify Integrity of Game Cache). If that doesn't help, reinstall the game (I assume that you installed Windows 8.1 after you installed Civ5).
