Ops, my apologies to Kraz. I did judge based on the same avatar and then accordingly thought Kraz voted twice.

:

I don't find that it sets you back, unless you are on Immortal/Deity. My build order usually is- Scout, Shrine, GL, Settler. Buy a worker when first possible. If I finish something before I get the tech, I spend hammers on granary. I can get GL in almost every game. I have failed to get it three times ever. If you fail, it sets you back, if you succeed, its amazing.

-3 off Brandenburg. Great General isn't a big deal, +XP is cool but kinda comes too late. It's also very heavily contested for some reason, I don't think I've built it more than once in BNW even when I was a wonder-lovin' guy ahead in tech.

+1 to Colossus. I don't get why the Hanging Gardens have more points. A Naval Food route gives you more food than Hanging Gardens, while the TR can also be changed to give you more gold/science if you so desire, creating more options for you (but food to Capital is in my opinion always the best choice). Ultra late, the Trade Route will generate about twice as much food as the HG.

It's even better if you're Venice. Colossus also has +5 gold and another effect with trade routes I forgot, making it a really badass wonder. The only flaw is +1 Great Merchant Point.

Colossus is also much, much easier to get than HG, it's less contested by the AI.

The Mausoleum is good for a heavy stone/ marble start. It gives you a ton of gold in some situations. You usually pop around 20 GP per game, that's 2000 gold. The best I have gotten is 10gpt and around 2000 straight up.

Mausoleum of Halicarnassus - 7 - There's a difference between being terrain dependent (Petra) and resource dependent. This requires lot of stone and marble around to be worthwhile. 100 gold per GP is not big deal, it's same amount as plundering a caravan and you can quickly get that money by yourself depending on your gpt.

If you're planning on going for religion, getting this will definitely help, it might give you even first religion if you combine it with piety. First religion doesn't only mean first pick of belief, it means you're first to spread religion to empty cities.

It is a good fit with the Maya though, you want to build it asap though.

The Great Library is great, just as the name says. It is difficult to get, because the AI has been programmed to prioritize it...because it is so great. One of the real difference makers in the game if you use it right.

The LTOP would be good if the free great person were actually free. Like all the other free great people, this increments the cost of future great people which offsets the benefit. One of the worst nerfs in the game IMHO (not just this, but also the Liberty finisher and other "free" great people in the game)

The BNW cultural victory does not require policies to unlock the Utopia Project any more. A free policy can be used for an ideology as well, which can be very powerful in the late game.

I realize that, I meant the theming bonus from the musicians not being that useful for the cultural victory at that point. Practically speaking, another themed musician wonder would be more useful earlier in the game, before broadway (national symphony maybe?). And the free policy is nice, but at that point, if I'm going for a cultural win, I'm generally churning through a new policy every 8-9 turns anyway from the amount of culture I have.

I think it's actually more useful for the non-cultural victory aiming civs (the cultural boost as a defense against tourism, the policies are harder to get, so a free one would be more useful), however it's unlocked more in the cultural tech branch (though granted, ecology is useful for all civs because of the free aluminum from the recycling center).

It's also on the same tech as the Leaning Tower of Pisa, so it would be best to prioritize that wonder over Globe Theater.
