Terracotta Army- 14 This is available so early that it becomes a catch 22. You can build a ton of units, but if you build too many this wonder will get taken by an AI, and you'll be broke with a medium army for not a huge benefit. If you build this, you've probably not built as enough units to make this useful. If you succeed in this sweet center that's amazingly difficult and risky to time, it can be great, but it's so risky. I could see it used pretty well with Germany with all their barbarian reinforcements, but otherwise you have to sacrifice so much production on both military units and the wonder, and your infrastructure will lag behind, even if you are successful!

So, I've noticed in this thread that a lot of late game wonders are being downvoted. These wonders certainly don't have the same power as early game wonders, but they come at such a lower opportunity cost. Choices are so prevalent early game, you can build your choice of 3 wonders, a granary, a library, a water mill, a monument, a shrine, or a composite bowman. All of these choices give you amazing benefits, which is why it sometimes takes deity for people to realize how little they're missing from all the wonders, since they attribute their wonders to their success. In the end game, I can maybe build the pentagon, 2 bombers, or a broadcast tower and a bomber. Not a huge opportunity cost there for building the Pentagon. If I have 5 great war bombers and 4 triplanes, I can wait 10 turns for the Pentagon and save a fair bit of money on upgrading my units. Meanwhile, I can still spend my money elsewhere (city states). Also, if I happen to have a great engineer at the time where I can build one of these wonders, why not build it? Building late game wonders costs very little compared to building early game ones, so they're still pretty good, even if they are less powerful overall.
