Worker get stuck in left corner without making improvements

Civ V on PC through Steam. All my workers gather at the most western border of my empire and get stuck there without making any improvements. No matter how many more i create, they all go to that spot and just stand there... Different scenarios, setups etc, after a while it happens, usually towards the end of my game when i come close to winning, but it is still very annoying...

Sounds bizarre, have never had it happen to me. Have you tried verifying your files?
