Yes, and although there is no announced PC version and it is currently listed as a 360 exclusive, it will most likely follow the pattern of 360 releases and come to the PC at some point later on.
Halo2 was one of the best multiplayer games ever, and I doubt Halo3 will be any worse.. they have this ingenious matchmaking system which means that you will instantly and automatically be pitted against players who are at your level. As you get better, the opposition improves as well. If you wanna play a game, just turn on you xbox and 10 seconds later you're in the game. So the time argument doesn't really apply..
Also you can play the campaign online with your buddies, which adds a whole new level and lots of replayability to the campaign.
