XML Loading Error

Whenever I start Civilization IV (and BTS) from steam, an error message that says Caught unhandled exception creating XML parser object Current XML file is: (blank) pops up. PLEASE HELP I've looked through this entire forum and couldn't find an answer that worked.

IT WORKED! NOW I HAVE ANOTHER PROBLEM! It says Failed Loading XML file Assets//XML\Gameinfo/CIV4PlayerOptionInfos.xml. Then, after I click ok, it says:
LoadXML call failed for GameInfo/CIV4PlayerOptionInfos.xml. Current XML file is:

Played civ 4 for almost 2 years with no problems. then one day the error message appeared. tried support. they said it was not compatable with my Norton AV.
that was 18 mos ago.

yesterday I decided to un-install Skype (not using it) and noticed that I had installed it at about the time of my Civ problem.

I un-installed Civ and re-installed it , reved it to latest version and downloaded msxml3.

NO MORE ERROR MESSAGE.

Was it Skype ? Or all the updates form Windows? Or updates from Norton?

Maybe all three !!
