zone of control not working?

This might not be a bug, I might just be doing somthing wrong. I have units in a fortress and enemy units (from a civ I am at war with) pass through the squares surrounding it without being attacked. I've tried fortifiying the units there, having them sleep, simply skipping their turns, they just won't attack units that walk by.

I thought that fortresses exerted zone of control over the squares around them, that was the whole reason I built the thing in the first place.

I would search the forums for other people who have asked about this but the seach feature says that it's disabled.....
 
Do you have a game save? What kind of units are passing through?
 
Units passing through are impies archers swordsmen and medieval infantry. Units fortified in the fortress are gallic swordsmen and medieval infantry. Some enemy units pass into and out of the zoc, some make it in then stop, some are in and leave. None of the units are attacked. The fortress is on a hill and is surrounded by hills and one mountain. The units there have been fortified or had their turns skipped for several turns.

I just realized that this is for conquests bug reports and I'm using play the world. Probably this is a bug that was corrected in the new expansion. Sorry about that. Still if anyone can help me I'd appreciate it.
 
The attacks aren't shown unless they would have been a success. Misses aren't shown at all.
