    Yeah. In update 17 they insituted several questionable reforms, but you can roll that back with your new player lassiez faire policy I have.:)

    Anyway, you are currently "allied" to Tarase, as in both of you know that if you fight you will both lose.

    Finally, your now obsolete but still available UU is the Rumen General, which gives massive morale boasts (and losses when killed) and a better tactical modifier.

    Tarase are Druids. They are technically Frenks who migrated from southern France to their current region, and conquered land from Mediolaun. Currently, they have several agreements with Mediolaun and are now trying to conquer the Ashlands. Their lands are undeveloped, so they have good opportunities to knit their economy together and get in on the action.

    Mediolaun is on the Po River and is somewhat more established, with all the positives and negatives of such an arrangement.

    Remember what I said about most of the remaining powers not being top tier. Mediolaun is a tier two, and I would put Tarase in Tier three power.
    Yes. There are plenty which are labled NPCs, but most of them are not hegemonic/leading in their fields/ect. A paltry counter example is Shang Yi, the current "Ruling" dynasty of the Yi peoples in China and which is suffering fuedalization like the Zhang did in the warring states period. They are also suffering from barbarians.

    If you want a list of NPCs, I would really like some traits you would like for that NPC. Of course, remember that "dominant" or "leading" positions are mostly taken, with plenty of fringe states available with diplomatic or expansionistic options.

    You can also civilize a barbarian tribe, make a civilization in a previously uncivilized spot within reason, or lead a horde, which is a mobile "civilization/organization" with fighting power but not much staying power. You would have to first defeat a nation for their land, and then fight to remain united as you settle down.
    I don't update that fast because of quality issues, and most top tier nations are taken.

    Russia had a huge landmass, so no, I don't think it should be cut. And I specifically said NEW European countries. I also meant Medieval era and onwards for the European civs. Poland would just make the map too cramped IMO. There is barely enough space in Europe as it is.

    Though I do agree, Poland is more important to world history than Australia.
