Think Grand Theft Auto, from a gang leader's perspective. Or any other criminal role one would like.
Basically, it'd be SOMEWHAT like IOT, in the fact gangs could stake out territory(which'd be worthless if you didn't work to own any fronts, however). But there'd be plenty of other elements, mostly related to illegal businesses.
