Sweden Starting Location 2016-10-05

Adds a starting-location bias for Sweden. Forest, tundra, or snow tiles are preferred; jungle or desert tiles are avoided. In version 2, I also added a "start along ocean" bias (to suggest Stockholm's real-world location).

NOTE: This mod requires the Gods & Kings expansion; it should still work normally for players who've upgraded to Brave New World.
