[GS] 1.0.0.328 Lay Ministry still works when HS is pillaged

In the save below, the HS of Kalkutta gets plundered by barbs after the turn is ended. If you compare the effect of LM in the faith tooltip before and after the pillaging, it is unaffected and still shows +2.

I haven't tested for TS, but I assume it is the same for them.
