[1.0.1.501 (504666)] Reproducible crash

I've been getting crashes on and off for a couple of days now, however this is the first 100% reproducible one.

Find Gangneung (south east end of the continent upon which the save starts). Find the worker two tiles SE and one E on the Sugar (as pictured in the attached JPG). Select the worker and hit the create Plantation button. Crash.

Reproducible with either DirectX 11 or 12.

Save and DxDiag output attached. Let me know if you need anything else.
