[NFP] 1.0.9.9 Free Cities missing

That's excellent, going to try this tonight. Hooking on the state picker and creating a random selection of states before passing that list to the game then?

setting manually the slot #62 to be the Free City if GS or R&F is active. I suppose the game doesn't override filled slots, it just fill all the empty ones up to the number it needs for tribes (or up to the moment there is no slots left)

actually YnAMP had already its own methods to select and randomize CS, I hooked on that.

And imagine how much we could fix with the DLL source code !

City loyalty reaches zero but city does not revolt.

Both for my cities and AI's.

No Mods, latest (Jan 2021 patch)

I'd like to just second the pinpoint of the bug

Started a game with 18 civs, 24 city states, but I hand picked the 24 city states, Free Cities WERE in the game, so hopefully this gets fixed in the next two weeks.
 
:( updated to 1.0.10.15 but still "Rebellion in 0 turns" in an existing game with max players and City-States (no mods)
haven't tested in a new one with same settings
also tried loading before getting to "Rebellion in 1 turns" just to check but i realized after that it could be happening elsewhere; (also didn't work)

if i start a new one can any one let us all know what is the max possible that avoids this bug

don't see any logs checking for this issue when loading a game...

On the assumption that the patch notes are correct and this bug has been fixed, I would say that the issue would be that you're playing a save rather than a new game. FXS updates can cause weird, broken, or unchanged "fixed" mechanics in previous saves. My advice would be to start a new game, and if there is still an issue submit a support 2K and attach a save game here.
 
just a bit sad about it as it wouldn't of been hard or game breaking to run a check after loading a save for a required player like CIVILIZATION_FREE_CITIES...

at least since civ4, the way the game is coded, this (adding a player mid-game) is not an easy task at all.
