This can be tested with attached file.
I have 3 amber and industry.
If industry is removed by worker, I can rebuild it because I still have 2 amber.
But if it is destroyed by Anansi, the game still regards the industry as existing. I cannot rebuild it.
This picture is what I captured (coffee)
(EDIT) If Anansi deletes amber only (before industry is built), then of course, I can build industry with remaining 2 amber.
