I haven't witnessed this before the patch, but in the two games I've had since then, some roads have disappeared in Modern Age. I suspect this has something to do with water trade routes: Because there are water trade routes between the (previous age?) capital and these cities, the roads don't get regenerated.
This is really annoying as it severely reduces mobility. Even when building Rail Stations, you need to have Ports connecting these cities or the railroads won't get built.
I have saves from the two games that demonstrate this, both at the end of Exploration Age. When you transition to Modern Age, the roads to Roma and Aquileia (first game) or to Yingtian (second game) disappear.
