(1-NS) Units Should Continue Their Movement Orders Even If Their Destination Hex is Occupied

Currently, movement orders are cancelled as soon as the destination hex is occupied. I think it would be a huge QOL improvement if orders were still followed until the final turn before arriving at the occupied destination.

To be clear I have no idea how to code this, but I do consider it to be the #1 QOL improvement the game can make.
