108 City State movement bug

Been having this wierd bug all game with 1 particular city state. Lhasa was allied with greece who DoWd me. After making peace with Greece, I made peace with Lhasa. For whatever reason, I have not been able to cross their cultural borders since. My ships are literally stuck in this wierd inlet where I cant get through Greece because of no OB, and no matter what I do I cannt get my ships to enter Lhasan territory.

This is a vanilla bug we cannot fix with mods, but rarely occurs. I don't know of any workarounds.
