2 Himikos and 2 Freds confirmed. Does anyone recognize our last leader?

Personas do betray a lack of effort on Firaxis’ part.

This game was in development for at least 10 years. What the hell was Firaxis doing for all this time that they only have time to put out multiple versions of the same leader?!?

Even at Fortune 500 companies development resources are limited. Product and design teams often have to fight to get dev time for their creations. These add variety to the game while saving dev time for other priorities.
 
This reminds me vaguely of the "echo fighter" discourse years back from Smash Ultimate. For what it's worth, it's handled far better here
I would say it was handled better in Smash. It launched with 74 characters, 7 of which were echo fighters. As opposed to 26 leaders with 5 being personas. It's less noticeable in such a huge roster vs a more compact one

Where does the 10 years even come from? 6 was released October 2016, so 10 years ago would be 1~2 years before 6 even came out. And then they obviously didn't start development on 7 as long as 6 is out, probably waited at least for the two expansions. And lastly, the start of development is generally just juggling ideas, having prototypes to test ideas for game play, long before it goes into full development. I think they sent the pitch around the time humankind was revealed, so end of 2020 or so?

Both of those imply she's diplomatic.

The Queen of Wa who signs endeavours with her neighbours. (Dip/Eco?)

The High Shaman who inspires her people to be happy. (Dip/Exp?)
 
Do they? When was the last Midnight Suns game? When was the last XCOM?
XCOM 2 had WOTC come out in 2017, and Midnight Suns in 2022, so their development periods were at least within the last 10 years. A year ago on their career page they were looking for artists, designers, and developers who had familiarity with Marvel media, so they did have something in mind for Midnight Suns (either more DLC or a sequel).

Don't get me wrong though, I do wish they put more resources into Civ 7 (namely more leaders and civs), but it's not their only game.
 
Midnight Suns was in 2022. Probably the product and design people had been working and mocking up ideas long before that but only had access to limited dev time, especially as they were making dlc and free context for civ 6 during that period too. I bet that’s why there’s 31 and not 39 civs on launch too. The early dlcs could be stuff that had been designed for the base game but the scramble to get it all built on time has pushed it back.

I was judging by the last New Frontier DLC for VI but I misremembered, that was released in 2021.

Which still begs the question; what the hell was Firaxis wasting their development time and resources on for the past four years or so that we have a bunch of pointless personas instead of actual extra leaders?

That you can so easily dismiss the error in your estimate of 10 years and just repeat the same nonsense question as if it made no difference really demonstrates how seriously your question should be taken.

I think all the other stuff besides leaders that are in this game. It’s a big undertaking in only 3-4 years! Choices were made about what to cut, etc. It’s unfortunate, but if we got the complete game that the creative team wanted in release we’d probably have to wait another year or more.
 
Whoever leaked this, surely has gotten in trouble with Firaxis. I assume it was a Youtuber.
