2 Questions (Trait Combo + Revolution)

Has anybody figured out yet:

a) What the best builder combo is (traitwise)
b) When and what civics to change via revolution with non-spiritual civs?

a) I think Organized Religion is the best for a builder strategy. You get +25% on every building you put up. It has a high upkeep, but if you're going a builder route, you probably don't settle a huge number of cities before you can afford it. Couple it with either Bureaucracy to get the max value out of your capital or Serfdom to get workers building improvements faster, depending on your cities, and then either Representation or Heredity Rule to keep people happy while you're building the larger cities.

b) When you're about to go to war, switch to Theocracy and Vassalage for the XP boost and Police State to pump out the units quicker and shut up the dirty Liberals who hate their country and get all pissy when you randomly declare war on people who've never done anything to you.
 
Traitwise I'd definitely go for Industrious, though I'm less sure which other one to pick. Expansive and financial aren't bad.

For civics I generally go for organized religion as soon as possible, and stick with it till I run out of buildings, when I go for pacifism or theocracy depending whether I'm at war or not. Representation is very good if you don't have that many cities, otherwise universal sufferage is a bit better. Bureaucracy is always useful if you're building a lot of wonders in your capital.

I've taken a shine to both English leaders for this. Elizabeth is Philosophical and Financial, and Victoria is Expansive and Financial.

For civics changes, if possible, I try to wait and do two at once if the leader is not Spiritual.
