OK, so we're making some progress. You're going to have to give me more details on the error though, I can't help you with just the fact that there's an error.
@Civinator - can you point me to the separate threads where they posted the No-Raze patch for Conquests vs Complete? I should probably do some analysis to see the differences.
OK. This here is a temporary hack, but I think this version ought to work with C3C from Complete. There was an annoying memory offset that had to be changed.
Do NOT use this with regular Conquests. This is only for Complete.

Sima, I am running the Complete version, and your latest link worked perfectly for me. I had no errors, and seemingly no strange side effects.
I opened up Civ3:Complete through Steam. I then began a new game through Civ-Content (I like Rhye's Terrain), made a game on a huge map, and once the beginning of my first turn happens, before doing anything else I open the mp.exe. At that point it gives me the list of all of the civilizations. If I want to play them all, I type "*" and hit enter. Then I type "0!" and hit enter. The first step enables everyone, second step disables the barbarians. After that, I return to the game, and after I build my first city the usual hotseat stuff pops up (it only displays players 1-8 but I play all 16).
Hm. Maybe it is related to the OS or some other incompatibility? We'll probably need Sima to investigate it.
I tested this on an XP machine, with .NET framework 2.0 installed.
Install .NET 2.0 as well.
